Xenia City Council Appoints Scrivens to Council Seat

Xenia, Ohio (January 17, 2018) Xenia City Council has appointed Thomas Scrivens to fill the vacant City Council seat created with the swearing in of Councilwoman Sarah Mays as Mayor.

In November 2017, Council President Michael Engle entertained resumes and cover letters from qualified candidates for appointment to fill the vacancy. Three letters of interest were received by City Council by the posted December 8, 2017 deadline.   Council met in Special Session and adjourned to Executive Session to interview all three candidates on Tuesday, January 9, 2018, and appointed Scrivens at their regular session on Thursday, January 11, 2018.

Scrivens is a 50-year resident of Xenia who attended Xenia Community Schools and graduated from Xenia High School.   He earned a Bachelor of Science in Biology and Chemistry from Central State University. He has served the City in the past on both the Beautification and Environmental Commission from 1992 through 1998, and on the Charter Review Committee in 1992 and 1993 that included a six-year citizens’ initiative that formulated the new Charter. The new Charter was approved by voters in 1998 and is still in effect.

In his letter of application, Scrivens stated, “I am a long-time regular attendee of the bi-monthly Council meetings, and I am aware of the various agenda items, policy issues and public hearings, and timely revisions to the Codified Ordinances. Additionally, I am familiar with the organizational management structure, types of city services provided, and the activities of the various Boards and Commissions. In short, my acclamation period would be shorter than most and I could ‘hit the ground running.’ I am in touch with the pulse of the community and feel that I can be a strong asset to the Council by bringing a unique perspective and special expertise to the deliberative process.”

Scrivens will be sworn in at the Xenia City Council regular session on January 25, 2018. While there are two years remaining in Councilwoman Mays’ vacated seat (2018-2019), per Xenia City Charter, the appointed candidate (Scrivens) will serve only until December 31, 2018.

The remaining one year of the unexpired term (January 1, 2019 to December 31, 2019) will be filled by a majority vote of the electorate at the November 2018 general election.
